A City Council hearing in Philadelphia turned into an anti-drug circle jerk, as the Council’s Committee on Licenses & Inspections unanimously approved a bill to outlaw the sale of “loosies” and other drug paraphernalia, such as zig-zags and blunt wraps. The Council is expected to approve the measure next month, which will be seen as a victory in the War on Drugs. Activists for the law say that the availability of blunts leads to a feeling of “lawlessness” in the city, and claim that they are sometimes laced with PCP or cocaine. The new bill would outlaw sales of cigars in packages of less than 6, except by tobacco shops. Councilwoman Joan Krajewski said the sale of blunts at convenience stores is “a serious problem plaguing our city.”

It is yet unknown if the individual sale of soda cans, water bottles, fast food cups, mason jars, or fruits and vegetables will also be banned because of their ability to be used as smoking devices.
