The FBI has found that the Blackwater shootings in Nisoor Square, which left 17 Iraqi civilians dead, were unjustified. Though the FBI stated that there was no evidence to support the claims that Blackwater employees were fired upon, they also think that three of the 17 deaths may have been justified under the rules for deadly force.
As many as five Blackwater guards opened fire on the crowd. One in particular is being investigated for murdering several civilians. An official has stated that no conclusions have been made yet.
A Blackwater spokeswoman said, “If it is determined that one person was complicit in the wrongdoing, we would support accountability in that. The key people in this have not spoken with investigators.” However, state department officials have protected private security contractors from prosecution by offering them limited immunity.
