In 2003, Israeli Border Policeman Haim Castro shot and paralyzed Palestinian resident Salah Amar from a distance of about 1 ½ feet away. Castro claimed in a Tel Aviv Court on Sunday that he acted in self defense, but the court ruled that there was no threat to his life and sentenced him to six months of community service and a year of probation.

Salah Amar, an Arab Israeli citizen, is now 100 percent disabled. Amar was shot in his lower body after Castro’s police unit arrested his son and he tried to pull him away. Presiding Judge Khaled Kabub stated that, “law enforcement officers, including Border Policemen, must practice restraint when they come into contact with the civilian population.” In Israel, Jews and Arabs and treated differently under the law in a manner which most experts say is worse than South Africa during apartheid.
