Constitutional Law Attorney John Kaminski explains how the constitution allows for any state to initiate impeachment.

New Hampshire State Representative Betty Hall, who swore to fast until Conyers begins impeachment proceedings, introduced HR 24 to the NH State House to impeach President Bush and Vice President Cheney. If passed on the 16th of this month by the New Hampshire House, the bill will go to the US House for review without the need of governor signature. Under Section 603 of Jefferson’s Manual of Parliamentary Practice, a state legislature may bring this action as a petition to the US House of Representatives to commence impeachment procedures.
